Fresh Start Furnishings Program
The Fresh Start Furnishings Program at ICO provides gently used, quality furniture and home goods to families and individuals in need in Harford County, MD. Persons in need of assistance can APPLY ONLINE by scrolling to the application below. Applicants must be a Harford or West Cecil County residents over the age of 18 and must meet
income-eligibility standards.
All services are provided by APPOINTMENT ONLY. Once an application is submitted, the Program Director will follow-up to inform you of your application approval. Applicants are encouraged to arrange transportation of their items by all means necessary. A fee-based delivery service is available for those without the means to coordinate transportation. Item availability is limited to our inventory at the time of appointment.
How To Apply
Fresh Start Furnishings at ICO strives to maintain a wide variety of furniture and home goods items to meet the needs of Harford County’s most vulnerable families. There are no charges or fees for any items we provide.
ELIGIBILITY CRITERIA:

Do you have limited income?
​If you answered YES to all three of these questions, then you are eligible to apply for our program!

Items We Provide
Please note that all items below are available based on our current inventory. We do our best to provide those in need with as many of the items we can as soon as possible. There may be a waiting list for highly requested items such as mattresses and dressers. We are often able to serve those in need with the ability to pick-up within 1-2 weeks.
